First-hand corruption – 1st of June 2016

Sunday the 22nd was an interesting experience. At the time I was at TECC. It happened that we have been struggling to find an owner of a piece of land. Finally, we learned that the chairman knew the owner of the land. Luckily enough, someone brought the chairman to us. Then we were expected to go to the next village to talk to the owner of his land. So we paid transport for 3 people. We reached in the next village and found the owner, who happened to discuss the issue on the piece of land. Therefore we paid the transport back.
The owner was not particular interested in our motives for the land. These motives consist of safety, development in terms of Kikorongo and we do have some interest ourselves. As he will lose his land, he expected 2 million UGX (€533,92). We told him that if he does not see the purpose, there is no way we have an amount of 2 million to invest in something that is not even realistic. He was basically an arrogant snob. It turned out, he seems to ask a ridiculous amount for 1 acre of land while most people ask 5 times less.
As we finished the discussion he went home (which we had to pay for). Suddenly the chairman asks for his transport and supper. It was 2pm in the afternoon. Knowing, he will walk to the centre (which is less than 500m away), giving transport money makes no sense. And what do you need supper money for, you just had lunch (at least I assume). But because he is the chairman and you might need his help in the future, we gave him 2000 UGX (€0,50). I know he is an alcoholic and this money will not be going to his family but going to his alcohol habit.
The saddest part of it is that it does go to alcohol which cannot be trusted. There is a local beer which is sold in plastic bags (worth 500 UGX) and it’s not clear how much percentage is in every bag. Some bag can be 10%, another might be 80%. Some people have even died from this alcohol. Basically said, we just gave him 4 chances of death. Not particular fun, if you think about it, but on the other hand, you cannot refuse as in the future he would be difficult to work with or would refuse.
